The Living Faith Church Worldwide (also known as Winners' Chapel) is a key outcome of the Mandate. As an Evangelical, Charismatic Christian denomination it has followed clear and definite mandated path to become a megachurch amongst others . This blossomed into a global network of churches with over 6 million members. That is the population of Lebanon; the equivalent of 0.09% of the total world population. The Mandate has churches in 147 countries. This did not happen without a worrisome stagnation phase.
How the Exponential Church Growth Began
Bishop David Oyedepo speaks.’’I have always had a zero tolerance for failure. In my view, there is no excuse under heaven for failure. The Church started in December and by March 1984, the average attendance was about 21. The church was not growing. So, I said,’’No!No!No! The church cannot be growing like this. A full time Ministry? No!’’
I called for a three day fasting and prayer with the staff only. We were all in prayer when I hit the explosive revelation on the mystery of church growth. The Lord said to me, ‘’Get up!’’. Then I stood up, and He said,’’Come with me’’. I followed Him.
‘’I followed with Him towards the stream at the southern part of the church location(where we later put up the grass Cathedral).
‘’As we approached the end of the road, He said to me, ‘’Turn back now’’. And I did, and He opened my eyes to see a thick layer of darkness spread over the roof of the church building! It wasn’t an illusion, I wasn’t guessing either, it was real!
Then God said to me, ‘’That is the blindfolding weapon that the devil is using to misrepresent my work in this church’’.
‘’I immediately, I came against it, with the light of God in me, quoting the whole of John Chapter one verses 1-5.
‘1 In the beginning was the Word, and the Word was with God, and the Word was God.
2 The same was in the beginning with God.
3 All things were made by him; and without him was not any thing made that was made.
4 In him was life; and the life was the light of men.
5 And the light shineth in darkness; and the darkness comprehended it not.’
‘’I challenge you powers of darkness with the light of God’’. I thundered, ‘’Jesus will build His Church, and the gates of hell shall not prevail against it.’’
‘’I was challenging the forces of darkness from Matthew 16:18. Then I saw the thick darkness rolled away, like one would roll up a carpet, as I continued to speak in tongues’’
After that, God spoke to me again, ‘’When I came to the world, it took someone to tell another, ‘Come and See’’.He made me to understand that people needed to know what He was doing in this church. So, ‘’So tell them to come and see’’,(John 1:46), He instructed.
Thereafter, we embarked on a ‘’ Come and See’’ outreach. We made ‘’Come and See’’ tracts, on which we printed a diagram of the location of the church in the city. We also let the people know what Jesus was doing in our midst in testimonies, and what to expect when they come. Then, we embarked on going out and distributing the tracts.
During the same encounter, God also said to me;
‘’ To see the church grow and to keep it growing keep sowing the seed and and as the grass grows, the sheep will come for it. Keep the grass green and the sheep will lie down there…’’for He maketh me to lie down in green pastures’’. Psalm 23:2
‘’What then is the seed?’’ I asked.
And God said, the seed is the Word of God, ‘’ Now the parable is this, the seed is the Word of God…’’(Luke 8:11). That is, by engaging ‘’Life applicable teachings and keeping it fresh, the sheep will lie down there’’.
When God speaks, I’m privileged to know it.This was what prompted my weekly seminars that lasted for 16 weeks-between March and July 1984.

It was a real divine visitation. There was such a rain of the Word of God that the people were taking notes as though they were in a classroom.
The Living Faith Church International is a Ministry Driven by Mandates, like Jesus Christ Who followed His Mandate, '' How God anointed Jesus of Nazareth with the Holy Ghost and with power: who went about doing good, and healing all that were oppressed of the devil; for God was with him.''
8 key Mandates
1. The Publishing Mandate
This was delivered in the early hours of 14th February, 1983. God told him, ‘’The word I have put in your mouth, the same commit into writing and I will cause the same unction upon the spoken word to rest on the written word bringing about the same effect’’
This led to the establishment of the Dominion Publishing House(DPH) which published … titles as solutions to major human challenges, edify and boast the faith of the saints.
2. The Education Mandate
13‘’ Ye are the salt of the earth: but if the salt have lost his savour, wherewith shall it be salted? it is thenceforth good for nothing, but to be cast out, and to be trodden under foot of men.
14 Ye are the light of the world. A city that is set on an hill cannot be hid.
15 Neither do men light a candle, and put it under a bushel, but on a candlestick; and it giveth light unto all that are in the house.
16 Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven’’ Matthew 5:13-16.

Simisola Bolatito Ogunleye, born April 19, 1988, professionally known and referred to as Simi, is a Nigerian singer, songwriter, and female actor. Simi started her career as a gospel singer, releasing her debut studio album in 2006 titled Ogaju. Her career came into spotlight in 2014 after she released “Tiff”, a song which was nominated in two categories at The Headies 2015. Simi is currently signed to X3M Music.
Simi was born in Ojuelegba, a suburb of Surulere, as the last of 4 children. 4. WOFBI Mandate- May 1983
In those early days in May 1983, a Minister friend of mine and I were ministering to the Lord in fasting and prayers, when the Holy Ghost spoke clearly:
‘’I will, through this Ministry, raise the foundation of many other Ministries.’’
The Mandate was clear: ‘A training scheme is to be put in place in the Ministry.
On the 26th of August 1987, I was away in Tulsa, USA, on a mission trip to speak at some conferences. One early morning, the Holy Ghost said to me, ‘Arise get back home and make my people rich’.
That Mandate was so strange to me that I began to ask myself what I had to make anyone rich, then the Holy Ghost brought me the answer from the Epistle of Paul to the Corinthians,’’…as poor, yet making rich; as having nothing, and [yet]possessing all things’’ 2Corinthians 6:10
This is why I have always said, I am neither a preacher nor a teacher of prosperity, I am actually a messenger of prosperity.
In the early hours of July 19, 1989, while in the bathroom, the Lord spoke to me unequivocally, ‘Arise, get down to Lagos and raise Me a people was so ‘troubled’ by this voice that by 2pm of the same day, I had to dispatch a staff to Lagos in search of facilities for the Church offices,staff housing, etc. Then I had rest.
6. Signs and Wonders Mandate
On 29th June, 1992, God declared the following:
It’s time for change!
Prepare yourself for the imminent change of phase I have talked about over the years.
It is the era of signs and wonders!
It’s a new dimension of a higher order!
Begin to declare a total war against the kingdom of darkness; proclaim liberty, emphasize power and step into the realm of the anointing.
Usher in this new era with me!
It’s time for the restitution(replacement/restoration) of all things, which the mouth of the Lord has spoken!(Acts 3:20,21)
It’s time to administer the forces of the spirit that will enable the Saints to take up their inheritance in Christ.
I am launching you into the Apostolic phase of your ministry for pace- setting. Therefore, ‘’walk before me and be thou perfect’’ and I will perform every word of mine in your direction.
I open up the dates of nations to you today!
7. The Canaanland Mandate- December 21, 1995
We serve a humorous God. Just about two weeks to the dedication of the Winners Complex, precisely on December 21, 1995, the Spirit of the Lord said to me,
‘I will yet relocate my Church to her Rehoboth, a place of her enlargement’.
Strange it was to me, ‘this beautiful complex will be dedicated on the 30th of December and here is God saying, ‘’I will yet relocate my church’’. However, with the grace for prompt response to divine instruction, I called on some individuals to begin a search for any parcel of land that will not be less than a hundred acres.
On a particular day in January 1997, while driving down to check the land, I began to wonder where we were going. I became upset,’why must we come this far to build a church?’ But we were in a convoy of vehicles so it was difficult to ask to make a U-turn, but when we eventually got here, I asked that we pray and thank God, and as we prayed, I heard the Spirit of God say, ‘This is the place’.
There was no council decision; no council from any man could have prevailed to bring us to this place. But thank God, it is His appointed place for this global ministry and it shows.
8. The Covenant University Mandate- February 12, 2002
How it was confirmed as God’s University.
Having been close to a church that is involved in running a University and the enormous demand that comes along with it, I was not excited as others when the license for Covenant University was issued on 12th February 2002 by the Federal Government of Nigeria.
I went into my hotel room after the ceremony and said to the Lord, thank you for this license but I don’t need a University because I am not going to school any more. If it not your University, tell me now and I will tear this certificate. Then the Spirit of the Lord said to me, ‘IT IS I’.
This was all the confidence I needed to pursue this demanding vision. The God of speed stepped in and within 7 months of intense construction, all the facilities required for the take off of the University was in place. The Faculty Building, which is the largest building in the University, two halls of residence with combined capacity for 1,500 students, two blocks of staff housing, road network and power, water supplies all was set within 7 months.
Then came 21st October, 2012, and Covenant University opened her doors to her pioneer students. The church, the pioneer staff and students gathered to dedicate the divine project. After we declared the University opened, we danced from the University’s main gate to the central core of the University roundabout and as we got back to the main gate to round up the event, the Spirit of the Lord said to me, ‘hand it over to me’, then I said,’but how?’
He then said to me, ‘lie down flat on the ground and hand it over to me and I will take over.’
It sounded like an odd instruction; the students were gathered with their parents, faculty and staff and the church members were present and there was God asking me to lie down flat on the floor without regard for the heat. But I heard Him so I did exactly what He said and from that day, no heat of any form has been felt by the church or the Board of Regents, including myself, in the running of Covenant University.
Considering the Mandate as the main driver the Global Church Administrative Structure in regard to Proverb 24:3,4,’’Any enterprise is built by wise planning, becomes strong through common sense, and profits wonderfully by keeping abreast of the facts’’, has a Mandate Secretary whose criteria for eligibility is high level spirituality(Numbers 27:18; Acts 6:3;1 Timothy 3:6). He shall serve as Chief of Staff to the President, head of Administration in the Presidency, and the clearing house for the President on all administrative matters and issues arising from some specific key departments and units.
